On 27-28 October, 2010 the International Organizations Research Institute of the State University - Higher School of Economics held an International conference “Partnership for Progress. From the 2010 Muskoka-Toronto Summits to Seoul Summit”.
The conference was focused on the analysis of the 2010 Muskoka-Toronto Summits outcomes, the G8-G20 effectiveness, their engagement with other global governance institutions, expectations and forecasts for the Seoul summit, and beyond. The first day of the conference was concluded with messages for the Seoul G20 Summit, the second day allowed to put forward suggestions on possible accountability mechanism for the G20.
The conference keynote speakers included:
Arkady Dvorkovich, Aide to the President of the Russian Federation, Russian Sherpa in the Group of Eight leading industrial nations;
Andrey Bokarev, Director of International Financial Affairs Department of the Ministry of Finance of the Russian Federation, Financial Sous-Sherpa of the Russian Federation in the G8 and G20;
Vadim Lukov, Ambassador-at-Large, Deputy Representative of the President of Russia in the G8, Foreign Affairs Ministry Coordinator for G20 and BRIC Affairs;
John Sloan, Ambassador Extraordinary and Plenipotentiary of Canada to the Russian Federation;
Lee Youn-ho, Ambassador of Republic of Korea to the Russian Federation;
Jean de Gliniasti, Ambassador Extraordinary and Plenipotentiary of France to the Russian Federation;
Zia Qureshi, Senior Adviser of the Office of Senior Vice President and Chief Economist of the World Bank.
The conference gathered representatives of the G8 and G20 countries’ embassies, representatives of international organizations, experts of the Munk School of Global Affairs of the University of Toronto, Royal Institute for International Relations of Belgium, University of Ghent, University – Higher School of Economics and representatives of the Russian and international non-governmental organizations.
The conference was organised with support of Oxfam and the Department for International Development of the United Kingdom.
