Governing Energy in Europe and Russia

The conference took place at the Warwick University (Great Britain) on 3 and 4 September, 2010.

The conference Governing Energy in Europe and Russia was a third meeting of the specialists from Russia and EU countries and was organized by the Center for the Study of Globalization and Regionalization of the Warwick University. The main topics covered during the conference were energy governance in global context, governance and legal frameworks in energy sector, decision making in energy sector, energy efficiency policies, energy security, EU-Russia energy relations, energy for development.

The participants of the conference were experts and PhD students of the Warwick University (Great Britain), University – Higher School of Economics (Russia), Saint-Petersburg State University (Russia), Central European University (Hungary), School of Energy and Resources (Australia), University of West Indies (Trinidad and Tobago).

During the panel “Norms and Frameworks” Deputy Director of the Research center for international cooperation and Development of the IORI HSE Yuriy Zaytsev presented a report on “Energy for Development: the Benefits and Lessons of the EU Approach”. The report was focused on the analysis of EU compliance with G8 commitments on energy for development. The analysis revealed the most effective mechanisms of cooperation with developing countries in energy sector and recommendations for the Russian Federation were made.
